Mac OS X Feedback suggesting Apple provide a way of assigning the keyboard shortcut to a specific instance of a menu command when there are multiple instances of the menu command in the menu hierarchy.
One should be able to write an AppleScript equivalent to selecting Format > Font > Baseline > Use Default and then assign that script to a keyboard shortcut using a third-party utility, such as the shareware application
Scriptable, meaning one can write AppleScripts to control the application. Baseline > Set To Default - in order to then assign an application-specific keyboard shortcut that would work.

You would literally have to hack the OmniOutliner code to rename the Baseline > Use Default menu choice to something unique - e.g. It apparently was not designed for the case of multiple instances of the same menu command appearing in an application's menu hierarchy.
